Board meeting - 15 October 2015

The twelfth meeting of the Hunter Local Land Services (HLLS) Board was held in Scone.

Susan Hooke chaired the meeting. Board members in attendance were Ron Campbell, Ted Laurie, Tony Hegarty, James Clark and Peter Bishop Jnr. An apology was received from Daryl Dutton.

HLLS support staff were also present.

Community Advisory Group

The Board reviewed the evaluation feedback from those who attended the Upper Hunter Community Advisory Group meeting held the previous day and made suggestions for future meetings of Advisory Groups.

Briefings with MP's and Local Government

Meetings with Members of Parliament and local government have continued and provide good opportunities for sharing information. Further briefings are scheduled with remaining Federal and State MP's, Mayors and General Managers.

Hunter Regional Weeds Committee Forum

The Board discussed the progress and final requirements for the formation of the Hunter Regional Weeds Committee.

Tool for Industry Analysis

The Board received advice on the progress towards development of an industry analysis tool to help determine appropriate programs and service delivery for land managers and primary producers.

Agricultural Extension (Livestock) position

The Board provided advice on options to deliver high quality Agricultural Extension (livestock) services to assist landholders, industries and communities to improve profitability, productivity, sustainability and biosecurity.

TSR Expression of Interest

The Board were updated on the TSR Expression of Interest process currently underway.

Woodberry Swamp Water Study

The Board were updated on the progress of the investigation being carried out by Hunter LLS, in partnership with NSW Department of Primary Industries (Fisheries), of surface water drainage and water quality improvement opportunities in Woodberry Swamp in the Lower Hunter district.


The Board requested the General Manager to explore with Department of Primary Industries opportunities to incorporate information developed for the Hunter Local Strategic Plan into Strategic Agricultural Land Use planning initiatives, particularly in the areas of the region susceptible to major land use changes.

1080 Compliance

The Board were provided with information on initiatives underway to increase awareness and understanding of best practice approaches to 1080 compliance. The Board affirmed that all Hunter LLS Authorised Control Officers are currently accredited for 1080 requirements.


  • The Board reviewed and approved the reports from the General Manager which included implementation progress and planned activities/issues across business areas of: animal biosecurity and welfare; invasive species; natural resource management; agricultural extension and emergency management.
  • The Board reviewed and approved the Business and Finance report which included budget, financial statements, business systems, human resources and fleet information. The Board noted significant progress in the quality of analysis and presentation in the finance report.
  • The Board reviewed and approved the Work Health and Safety report, and noted significant improvement in meeting WHS reporting standards.
